Road transport can be operated as passenger transport or freight transport. The passenger transport is divided into the passenger transport operated by vehicles intended for the transport of more than 9 persons including the driver, and the passenger transport operated by vehicles intended for the transport of no more than 9 persons including the driver; the freight transport is divided into the freight transport operated by vehicles or combinations of vehicles with a maximum permissible weight exceeding 3.5 tonnes if intended for the transport of animals or goods, and the freight transport operated by vehicles or combinations of vehicles with a maximum permissible weight not exceeding 3.5 tonnes if intended for the transport of animals or goods.

The professional competence in accordance with Section 8a of Act No 111/1994 Coll., as amended for road motor transport - haulage operated by means of motor vehicles or combinations of vehicles with a maximum permissible weight exceeding 3.5 tons, where intended for the transport of animals or goods, - passenger traffic operated by means of vehicles designed for carrying more than 9 persons including the driver, - international cargo operated by means of vehicles or combinations of vehicles with a maximum permissible weight exceeding 2.5 tons and not exceeding 3.5 tons, where intended for the transport of animals or goods. The professional competence shall be proven by the certificate of the professional competence for carrying out road transport which is issued by a) the transport office in pursuance to passing an exam in accordance with the Regulation (EC) No 1071/2009 of the European Parliament and of the Council, or b) a competent authority in another member state in accordance with the Regulation (EC) No 1071/2009 of the European Parliament and of the Council. The professional competence shall be proven separately for road haulage operated by means of motor vehicles or combinations of vehicles with a maximum permissible weight above 3.5 tonnes, where intended for animal and goods transport, and separately for passenger transport operated by means of vehicles designed for carrying more than 9 persons including the driver.
